| 摘 要： | 围绕东北老工业基地的国有企业改造,国家曾经制定和实施过一系列的变革措施,然而却没能收到预期的效果。要从根本上解决问题,必须与传统体制及观念彻底决裂,建立完善的市场制度。而要实现这一目标,首先需要重新认识和界定市场经济条件下的国有经济。

| Abstract: | Some reform measures have been formulated and implemented on the government-owned enterprise transformation to the old northeasten industrial base but there is no result on it.In order to solve this problem,the traditional systems and ideas should be broken away from and the market system should be perfected.The government-owned enterprises under the condition of market economy should be re-recognized and defined for the purpose of realizing this goal. |
