| 摘 要： | 水资源的污染、浪费、不合理的开采、用水者的经济动机激励失衡是造成水资源短缺的根本原因。因此，解决水资源供需矛盾的方法除了依靠工程措施、生物措施和实施虚拟水战略外，最根本的在于改善目前的节水经济激励机制状况，建立节水激励机制，构建节水型社会，防止水资源污染及水土流失，最终解决水资源短缺的问题。

| Abstract: | Water resources shortage is very serious in China.The essential cause is water pollution,massive waste,unreasonable exploitation and the unbalanced excitation to the water user's economic motive.Therefore,besides relying on engineering measures,biological measures and virtual water strategy,the ultimate method for solving the water supply shortage is to change the present status. |
