| 摘 要： | 建立于部门和专项规划之上的国土规划对于国家资源、经济与环境的统一管理和协调发展具有战略性的宏观指导意义。本文在分析影响国土规划内容和作用要素的基础上，从我国现阶段面临的形势出发，探讨了新一轮国土规划的地位、内容以及编制方法。最后，提出了开展新一轮国土规划的六点建议。
