This article makes an analysis of the evolution program of the controlling mode of the public service in the West and obtains the revelation for reform of the municipal public services in China. The market-orientation reform of the public services should be in accordance with the urbanization and take the property right reform as the core. The controlling form the government would remedy the deficiencies and failures of the market. The transfer of property right and concession management right must be made by market. A new system of management of inspiration would be built and the design of reform should take the mass economy and competition in account.
