论林业产业政策调整思路及对策

经过50多年特别是改革开放以来的探索和实践,中国林业产业政策体系基本形成,为促进林业产业的发展提供了重要保障。当前,与可持续发展的要求相比,我国林业产业政策还存在着系统性、稳定性和激励性弱的问题,需要进行政策调整。提出了新时期林业产业政策调整的总体思路和深化集体林权制度改革、创新公益林建设投入机制、完善森林生态效益补偿制度、理顺木材收入分配关系、完善森林采伐管理制度等政策建议。

On the Idea and Countermeasures about the Policy Adjustment in China's Forest Industry

Through the exploration and practice in more than 50 years, especially recent 20 years, China's forest industrial policy system has been established and provided important security for promoting forestry development. Comparing with the need of sustainable development, weak systematic, unstable and incentive policies are still problems to be solved. Overall opinion on the policy adjustment and policy recommendations such as deepening the reform of collective forest land tenure, innovating construction mechanism of non-commercial forest, improving forest ecolocgical effect compensation system, rationalizing income allocation of timber products and improving forest harvest administration, are proposed.
