The existence and development of liability insurance is based on a sound legal system,particularly on tort law.When improving Tort Law,it not only helps citizens and legal person accountable,but also increases public awareness of rights and self-protection.So this will stimulate demand and supply of the liability insurance market.The article analyzed the impact of tort legislation on the liability insurance market by CHH model in terms of tort liability′s expansion and the liability insurance crisis.Further,it offered some policy recommendations on the basis of influencing mechanism of tort legislation on the development of liability insurance market in America.
