发展循环经济的经济手段——国际借鉴和政策选择

在构建和发展循环经济的过程中除实施必要的行政法律手段、舆论手段和技术手段外,更离不开经济手段的支持。发达国家早在几十年前就进行了利用经济手段发展循环经济的探索,长期来积累了丰富的经验,值得我国借鉴。本文介绍了发达国家在利用经济手段方面的经验,主要有实施鼓励性政策、制约性政策和交易制度。通过借鉴国外的做法,对我国在利用经济手段过程中尚未充分重视的问题提出建议,包括实施押金制、采用“交易权”制度等。

Economic Measures to Develop Chinese Circular Economy--take the Developed Countries' Experience for Reference

In the development of circular economy,economic measures are very essential and important.The developed countries have been implemented economic measures to develop circular economy for many years.China should use their experiences for reference.The economic measures include taxation,government subsidies,credit,government purchases,price policy and exchange system etc..This article emphasizes on some of them,which we have not been paid much attention to.
