| Abstract: | According to the law of population shift,the article analyses the status of Beijing's floating population during SARS,and points out that over scale is not the main reason that has caused problems of floating population administration,but different administration system and pattern between the registered population and floating population.In order to avoid to arise the passivity situation due to controlling the scale of floating population by administration,the article put forward a proposal about reforming the current system of population administration,substituting model of residence population governance for registered population government. |
