关于地区或城市主导产业选择基准与方法的探讨

在理论界对近十多年来国家有关产业政策的绩效进行评估和反思的同时，选择并优先发展主导产业的政策正越来越多地引起许多地区或城市的重视，并表现出由国家层面向地方层面转移的趋势。本文论述了地区或城市层面相对于国家层面在主导产业的选择与产业政策实施上的特点与区别，进而对符合目前我国地区或城市主导产业选择的一般基准与方法进行了探讨。

RESEARCH ON NORMS AND METHOD OF SELECTING DOMINANT INDUSTRIES IN REGION OR CITY

While the effect of Chinese industrial policy over the past 10 years has been evaluated theoretically, the policy of selecting and preferably developing the leading industries is attracting more and more attention from many regions and cities. This paper studies the characteristic of selecting the leading industries and implementing industrial policy, and summarizes the differences that exist between national and local level. We further suggest general benchmarks and methods that are suitable for Chinese cities and regions to select the leading industries.
