| 摘 要： | 农村金融的发展应与城乡和产业的综合发展相协调,重点发展开发性金融,增加公共支出以注入新的经济活力,加快建立政策性农业保险体制.合作金融要兼顾服务社员、贯彻惠农政策和商业化的目标,做大做强并取得规模经济性.此外要正视县际差异和县际竞争关系,维持县级独立法人为主、中心城市圈特殊处理的局面,同时也要有合理的农村金融产业组织政策以利于提高市场竞争性与绩效.
