| 摘 要： | 当前实施的农村税费改革取得了一定的成效，但也带来县乡两级政权财力资金困难问题。解决这一问题主要从以下三方面入手：一是精简机构，压缩行政管理支出；二是完善分税制，建立稳固的地方税收来源；三是完善地方政府的转移支付制度。

| Abstract: | The tax-fee reform in country has achieved great success,but it also brings about the predicament of rural finance.To settle this predicament,there are three ways:The first is to trim staff and simplify administration;The second is to complete the tax revenue-sharing financial system,and to form stable local revenue;The third is to complete the local inter-governmental transfer system. |
