| 摘 要： | 发展我国乡村旅游,政府的职能和作用不能忽视。本文通过分析乡村旅游发展中的政府失灵现象,指出政府履行的职能重心应随着乡村旅游发展阶段的变化而变化,在乡村旅游的启动阶段、成长阶段和成熟阶段,依次发挥好开拓者、规范者和协调者的作用。

| Abstract: | The function and effect of the government shouldn't be neglected during the development of the rural tourism.The paper analyzes the Government Failure in developing the rural tourism,pointing out that the focus of the government function should vary in different development stages of the rural tourism:it should act as the pioneer in the initiating stage,as the normalize in the growth stage and as the coordinator in the maturity stage. |
