统筹城乡-成都村级公共服务供给均等化与土地流转现状调查研究

我国改革开放以来长期实行非均衡化即由城镇到农村，由沿海到内陆的发展模式导致了当前突出的二元经济问题，先增长，后分配的发展模式直接造就了三农问题的出现，而我国农业人口的收入状况直接影响着我国国内市场和产业结构的转变发展，在中共十六大和十七大报告中提出的五个统筹，旨在于通过四位一体的建设解决当前发展中的瓶颈和难题，可以从完善村级公共服务，合理促进土地流转规模经营来推进农村公共服务均等化等方面来探当前城乡发展过程中出现的问题。
