站城融合理念下铁路站区综合开发的思考与建议

铁路客站作为城市与交通网络的重要组成部分,具有强大的集聚和辐射效应,客站周边往往成为聚集商业、服务业、办公、居住等多种功能的综合性区域,在拉动城市经济、重塑城市格局、高效利用土地等方面发挥了重要作用,作为供给侧为新型城镇化、都市圈发展提供了新的驱动力。当前,我国城市建设进入高质量发展阶段,国家不断出台政策支持建设综合立体交通网,支持高铁建设与城镇化融合发展,铁路站区综合开发迎来重要的战略机遇期。文章以铁路站区TOD上盖开发为主要研究对象,阐述现阶段铁路站区综合开发的支持政策、开发与管理现状,分析我国铁路站区TOD开发进展缓慢的成因,提出加快推进铁路站区综合开发的建议。

Thoughts and Suggestions on Comprehensive Development of Railway Station Area Based on Station-City Integration

As an important part of the city and transportation network,the railway station has a strong agglomeration and radiation effect.The surrounding area of the railway station often becomes a comprehensive area integrating commerce,service industry,office,residence and other functions.It plays an important role in promoting the urban economy,reshaping the urban structure,revitalizing land resources and so on.As the supply side,it provides a new driving force for the development of new urbanization and metropolitan area.At present,China’s urban construction has entered a stage of high-quality development.China has constantly issued policies to support the construction of comprehensive transportation network and the integration of high-speed railway construction and urbanization.This is an important period of strategic opportunities.Taking the TOD complex of railway station area as the main research object,this paper describes the supporting policies,development and management status of the comprehensive development of railway station area at the present stage,analyzes the causes of the slow progress of TOD complex in China’s railway station area,and puts forward some suggestions on accelerating the comprehensive development of railway station area.
