| 摘 要： | 罕用药产业政策指国家对罕用药产业活动所进行干预的法律或政策的总称。实践证明,相对完善的罕用药产业政策,对纠正市场失灵、推动医药产业的创新与发展、维护罕见病患者社会权益以及减少社会运行成本等,都具有重要的意义。本文立足于我国经济与社会发展的实际,针对影响我国医药产业发展的现实因素,指出以产业政策推动我国罕用药产业发展正当其时,在研究、借鉴西方发达国家成功经验的基础上,主张现阶段罕用药产业政策应当以价格调整为导向,形成以价格补贴为核心的政策体系。在论证罕用药价格分析模型后,提出了系统的政策建议。
