| 摘 要： | 以一个外部性的例子作为分析基础,探讨了市场失灵、政府干预与腐败三者的关系。研究结果表明,市场失灵是产生腐败的原因,政府干预是政府对市场失灵和腐败进行权衡后做出的决策。因此,即使经济中存在腐败,但为了矫正市场失灵,政府仍会对经济进行干预。

| Abstract: | This paper develops a simple model of externality and discusses relations among market failure,government intervention and corruption.It indicates that corruption results from market failure rather than government intervention.Government intervention should be considered as a result of a trade-off between market failure and corruption.The paper also explains why corrup government intervention and corruption are more serious in poor areas than that in developed areas. |
