论当前湖北省保障性住房建设的经验及面临的主要问题

2011年是"十二五"期间保障性住房建设的第一年,也是保障性住房建设任务最重和"十二五"期间保障性住房建设任务能否顺利完成最关键的1年。湖北省在推进住房保障建设方面已有多方面值得肯定的经验,包括政府重视、多渠道、多方式筹集建设资金、确保建设用地供应、强化督促检查、加强制度创新等,但同时也存在着一些问题,包括保障性住房建设制度和管理体系不健全、保障性住房种类过多、建设资金筹集机制和融资平台管理制度不完善、土地供应方式单一且落地难、分配和管理制度不完善、区位结构不合理、保障性住房小区配套基础设施建设滞后、保障性住房地理信息系统建设滞后等。应通过进一步推进制度创新,探索和实施行之有效的政策措施,解决所存在的问题,以进一步推进湖北省保障性住房建设。

Research on the Experience and Main Problems of Affordable Housing Construction of Hubei Province

2011 is the first year of the "12th Five-Year Plan" during the affordable housing construction. It is the most crucial year for construction of housing task and related to the successful completion of affordable housing construction during the period of "12th Five-Year Plan". Hubei Province has many experiences to promote affordable housing which is worthy positive recognition. These experiences including the government value, multi-channels and multi-ways to raise funds for construction, ensure the supply of construction land, strengthen supervision and the institutional innovation. However, there are also some problems including the affordable housing construction system is not complete, overmuch types of affordable housing, construction funding mechanisms and financing platform management system is imperfect, land supply method and distribution method singleness, the regional structure is irrational, the supporting infrastructure lags, the affordable housing construction geographic information systems lags. In order to further promote affordable housing construction in Hubei Province, it should further promote system innovation; explore effective policies and measures to solve the problems.
