| 摘 要： | 欠发达地区与发达地区的经济存在很大差距，但探究其根源则各有不同，多数观点认为是要素资源禀赋的差异。文章则认为欠发达地区与发达地区产生巨大经济差距的根本原因，在于地方政府制度创新的差异，主要体现在制度创新观念、制度创新利益、制度创新主体、制度创新环境等方面。缩小这些差异，就能更快地发展。
