| Abstract: | The article analyzed in the material characteristics the non-war military operations and needs of non-war military operation in the principle of material reserves and reserve strengthening the management of classified material, scientific reserves to adjust the structure, determine the reasonable amount of reserves; ways to improve the reserves, Yu Chu to the people, an increase and the civilian reserve system to improve the efficiency of the reserve system to strengthen the scientific and information distribution systems, such as the building of non-war military operation to deal with the material reserve strategy. |
