| 摘 要： | 从全国来看,农村社保工作的开展受到多种因素的制约和影响。从地方条件来看,直接受到当地经济发展水平,农村老龄化水平,农民人均收入水平,文化素质和认知水平四个主要因素的影响。由于各地社保实施情况不尽相同,这里以黑龙江、辽宁、山东、浙江、江苏五个省份作为调研样本,构建了农村社会保障水平评价的物元模型,从可拓学的角度对各省农村社保水平进行评估和比较,为各地方政府社保水平的横向比较提供新的思路和方法,以便找出差距、弥补不足。
