| 摘 要： | 莫尔“三圈”理论是公共管理目标实现的理论框架。在该理论的基础上，我们以环境、用人单位和考生为“三圈”构架了我国公务员招录中的“新三圈”理论，分析我国公务员考录机制存在的主题问题和寻找解决途径，旨在为决策者提供参考。

| Abstract: | The ＂Three-circle Theory＂ by More is the frame theory to realize the target Of public management. On the basis of the theory, we establish the ＂New Three-circle Theory＂ for the eivil servants recruit of China, in which the environment, the employer and the examinee form the three circles. |
