基于“三圈”理论视野的公务员考录机制探析

摘    要:莫尔“三圈”理论是公共管理目标实现的理论框架。在该理论的基础上,我们以环境、用人单位和考生为“三圈”构架了我国公务员招录中的“新三圈”理论,分析我国公务员考录机制存在的主题问题和寻找解决途径,旨在为决策者提供参考。

Abstract:The "Three-circle Theory" by More is the frame theory to realize the target Of public management. On the basis of the theory, we establish the "New Three-circle Theory" for the eivil servants recruit of China, in which the environment, the employer and the examinee form the three circles.
