Comparison of Some Policies on Attracting Talents to Venturein Anhui and Zhejiang

This paper analyzes the current development of private scientific and technological enterprises between Zhejiang and Anhui Province. We construct model of government attracting venture talents and then compare three aspects including their propaganda of venture idea, constructing venture hardware infrastructures and offering venture software service environment. From the comparison we find that the difference in terms of hardware infrastructures is not so much, but it does exist mainly in propaganda of venture idea and offering venture software service environment. The author proposes several suggestions in two aspects of the width of the policy-making and the depth of the administration.
