试论国有企业产权流动与重组

在计划经济体制向社会主义市场经济体制转换中,国有企业因政企不明,资产所有者虚置、产权条块分割、企业负债率上升,产业、产品结构不合理等问题,阻碍着国有企业的发展。这与产权制度变革滞后密切相关。因此应通过产权制度改革,转换经营机制,盘活国有资产存量,促使优势企业扩张。在国有企业产权流动与重组中,可通过系统性重组和结构性调整组建大型骨干企业和企业集团;加速搞活国有中小型企业的产权转让形式,通过承包、转制等多种形式,加快资产重组、搞活小型企业。在改革转制中应建立相关配套措施,确保产权流动与重组顺利进行。
