论西部农民市民化进程中的地方政府责任

国际国内经验表明，政府在农民市民化中扮演了重要的角色并发挥着积极的作用。应研究和遵从农民市民化规律，从本地区实际出发，探寻符合实际的农民市民化道路及其模式，尤其要注意对我国落后地区农民市民化道路特点的研究和把握。西部地区农民市民化包括农民的就地市民化、农民的异地市民化和城郊型衣民市民化三种类型，应建立相应的地方政府责任体系和履责机制。
