科技型中小企业融资困境与出路——以天津市为例

分析了科技型中小企业的融资困境,认为内源融资、政府扶持、外源融资均不能满足科技型中小企业的融资需求,大部分的科技型中小企业仍然存在融资难的问题,并以天津市为例,分析了约束其科技型中小企业融资的因素,包括企业自身融资能力弱、企业融资渠道狭窄、政府扶持门槛高等。进而,借鉴美国科技型中小企业融资的经验,提出了建立服务于中小企业的中小金融机构体系、拓宽直接融资渠道、建立信用担保体系、完善政策法规等政策建议。

The Difficulties and the Solutions of the Small and Medium-sized High-tech Enterprises Financing ----A Case Study of Tianjin City

This article first analyzed the financing plights of small and medium-sized high-tech enterprises （SMEs）in Tianjin city; Secondly, it analyzed the factors which constraint the financing of SMEs in Tianjin, including weak financing capabilities, narrow financing channels, higher government support threshold. Finally, the researcher put forward that a system of small and medium-sized financial institutions should be established to serve the SMEs. Meanwhile, we should broaden the direct financing channels, establish the credit guarantee system and improve policies and regulations.
