| 摘 要： | 自1998年高校扩招以来,河南高等教育事业得到跨越式发展,高等学校基本建设工作取得突破性进展,但目前特别是高等学校基本建设工作面临的问题和困难也是不容忽视的,如征用土地越来越难,贷款难度越来越大等。解决这些问题和困难的出路仍然在于改革和发展。我们应该营造有利于高等学校基本建设工作的社会环境,加大资金筹措力度,强力推进高校老校区土地置换工作,解决市政基础设施配套和高校基本建设项目的建设环境问题。

| Abstract: | Since the enlargement of recruit of college students in 1998, the capital construction of colleges and universities progressed quickly, but at present the problems facing the capital construction of colleges and universities can not be overlooked. We should take active countermeasures; creating social environment helpful for the capital construction of colleges and universities; increasing the power of fund - raising to relieve the pressure of funds in the capital construction of colleges and universities; promoting the displacement of former campus land of colleges and universities and the optimization distribution of the resources of higher education; solving the problems of network municipal facilities and the construction surroundings of the projects of the capital construction of colleges and universities. |
