东北老森工基地的制度创新

东北国有林区是东北老工业基地的重要组成部分,振兴东北老森林工业基地具有十分重要的意义。本文运用制度经济学的理论观点,阐述了制度创新与区域经济增长的关系,并以长白山国有林区为例,对老森工基地制度演进及绩效进行了深入分析,重点剖析了影响老森工基地振兴的制度障碍,提出了森工行业管理依存制度、森工现代企业制度、老森工基地加快振兴的环境制度及森林工业可持续发展制度的创新途径。

System Innovation of Old Industrial Base in Northeast of China

The state forest region in northeast of China is an important part in the old forest industrial base there, which has of momentous significance to develop vigorously the base. Based on viewpoints in terms of theory, this paper explained the relation between system innovation and regional economy growth, and analyzed the system evolution and their effects to the old forest industry base taking Changbaishan Mt as the case in point, which put stress on the barriers in the system. Finally, some new systems for industrial management, modern enterprises, environment to develop vigorously the base and innovative ways for sustainable development of the forest industry were presented.
