摘    要:地方应用型本科院校岗位津贴制度改革的动因包括三个方面:政治因素、经济因素和学校自身发展因素。改革的目标是增强高校效率和促进内外部的公平。影响教师岗位津贴的因素主要有两类:一类是教师的行为绩效,包括职称、学历、年龄;另一类是结果绩效,包含教学工作、科研成果发表、科研工作以及教学科研获奖。其中,行为绩效对教师津贴的影响应当大于结果绩效。津贴水平的定位取决于学校的发展目标和发展战略,可以通过岗位价值评估的方法设置不同的岗位级别。制定津贴制度的过程中,学校应当充分重视与教师的沟通作用。

Abstract:Post allowance system reform in local applied undergraduate colleges is attributed to three aspects of politics, economy and the development of the college. The reform aim is to enhance work efficiency and the justice between the college and the society. Two factors decide on post allowance of teachers: one is behavior performance such as professional titles, education background and age; the other is result performance like teaching performance, science research publication and awards. Behavior performance should play a more important role compared with result performance. The college' s development aim and strategy decides on the orientation of allowance system. Different post grades can be divided according to the evaluation of each post. The college should have more communication with teachers in revising allowance system.
