区域经济和谐发展与政府区域干预政策的研究

我国经济在保持高速发展的同时，区域间的经济差距也在逐步加大，由此产生了一系列非和谐的社会经济问题。当前我国进入了新的发展时期，构建和谐社会是我国社会发展的主旋律，而区域经济发展不协调正是构建和谐社会的突出问题。文章结合西方发达国家区域经济发展的经验和教训，来研究政府应当采取何种区域干预政策，以促使我国区域经济的和谐发展。并提出有关建议：强化增长极与周边环境关联度的政策意识；制定新增长中心建设与原增长极产业转移的宏观政策；实施政策性诱导为主的政府干预政策；构建“特色增长极”的区域经济策略；制定激励性的区域干预政策。

On Harmonious Development of Regional Economy and Policies of Gov- ernment Intervene

With Chinese ec：onomie development in a high speed, the differences of regional economy are increasing dramatic：ally, which leads to a series of social and economic disharmonious problems. China is in a new developed stage in the present time. Buihling harmonious society is the theme of Chinese social development, while the disharmonious regional economic is the lnain problem of building such a society. By studying the experiences and lessons of foreign regional economic practice, the article points out the suggestions of regional economic development in China. Finally, it smnmarizes the advices as follows： To strengthen relationship between the growth poles and circumjacent circumstance, To establish Macro-policies of new growth poles and old growth poles＇ transfer, To make policy-derivational region interferential policy, To build ＂characteristic growth poles＂ , To make incentive region interferential policy, To set up a special department for harmonize regional economy.
