摘    要:现代公共服务的一般使命包括保障普遍人权、实现社会公平与正义以及提供共同的发展条件。上世纪末以来席卷全球的公共服务市场化改革理论及其实践,给我们提供了良好的启示和借鉴,但其对工具理性的过度崇拜以及根本价值取向的模糊,也暴露出自身难以克服的缺陷。新公共服务理论将公民权、社会责任、公共利益等价值量度重新置回行政话语的中心,有助于我们在进行公共服务领域理论研究与实践探索的过程中避免误区,坚持公共利益信仰和公民本位观点,正视公共服务责任,真正实现公共服务的基本使命。

Abstract:The general missions of modern public service include the protection of universal human rights,achieving social fairness and justice and to provide common development conditions.Marketization reforms of public service theory and practice that swept the world since the end of last century,give us a good inspiration and reference.But it is yet difficult to overcome their shortcomings on its excessive worship of instrumental rationality and the confused fundamental value orientation.New Public Service Theory re-sets back civil rights,social responsibility and public value to the administrative center of discourse,is helpful on avoiding misunderstandings in academic study and practice,to adhere to the faith and civic based on public interest and citizen-based conception,and to face the responsibility of public services,for the fulfillment of fundamental missions of public service.
