西安市民办学前教育办学准入制度研究

摘    要:在西安市学前教育机构布局中,民办幼儿园占有绝对数量,无论是从园所数量还是幼儿入园人数,民办幼儿园均超过了公办幼儿园,成为事实上的学前教育机构主体力量。西安市民办学前教育机构在运行中主要存在发展不够均衡,教师队伍建设管理滞后,收费标准不统一,收费随意性强,民办园管理体制、办园体制、投入体制不顺,有大量没有办园许可证的"非法"民办园等问题。鼓励和支持社会力量开办幼儿园,必须建立和完善包括审批和淘汰在内的广义准入制度。在准入制度建设方面,要充分肯定民办幼儿园的作用,提高其的入门"门槛",严格把好"入门关"。对民办幼儿园可实行分级分类管理,把收费和类别挂钩。对普惠性的民办幼儿园采取政策扶持措施,用制度创新切实解决好民办教师队伍建设管理存在的诸多问题。

Abstract:Among Xi'an pre-school institutions,private kindergartens are pre-dominant not only in school quantity but also in students' number,which is far more than public kindergartens and develop to be the main power of pre-school education.At present,there are some issues that need to be solved in running private pre-schools such as imbalanced development,backward management on teaching profession,lack of whole charges standard and random charge;besides,it is not smoothly for kindergartens entering into the pre-school education especially on management,operation and input system,thus there are a number of illegal private kindergartens without access permission.In order to encourage and support social power entering into pre-school education,it is necessary to build up and improve the access system in broad sense especially including examining,approving and eliminating system.About establishing the access system,it is also necessary to affirm the role of private kindergartens,to raise the criteria of entering into the pre-school education,to manage private kindergartens according to grades and classification,to relate the charge to grades,to provide supportive measures to private kindergartens beneficial to the public,as well as to solve the existing problems of teaching professional establishment in an innovation way.
