论服务型政府体系的构成要素

近年来关于服务型政府的研究很多,但学者们大都是从服务型政府的基本问题、模式构建、实践总结等方面来研究的,而从服务型政府体系的研究甚少。服务型政府应该是政府各部分目标一致、相互协调、运转灵活、解决问题高效的体系,它涉及到服务型政府的价值体系确立、服务型政府的权责体系如何划分、服务型政府的职能结构体系合理配置、服务型政府的组织机构设置、服务型政府的运行机制有效形成、服务型政府的规章制度体系建立等构成要素。

On the Constitute Elements of the Service-oriented Government System

In recent years there are many studies about Service-oriented Government,which are mainly from such aspects as its basis problems,patterns building,practice review and so on.There is few researches on the System of Service-oriented Government.A Service-oriented Government should be a system with the same objective,mutual coordination,flexible running and high efficiency in problem solving.Establishing the value system,dividing the power-responsibility,allocating reasonably the functional structure,setting up organizations,forming effective running mechanism and establishing rules system are the main constitute elements when concerned about the Service-oriented Government system.
