外商投资小额贷款公司外汇资本金结汇改革试点的现状及建议——以辽宁省为例

国家外汇管理局自2011年底实施外商投资小额贷款公司（以下简称外资小贷公司）外汇资本金结汇改革试点,试点变外汇资本金＂支付结汇制＂为＂额度结汇制＂,辽宁省作为四个试点省份之一,执行试点政策至今,取得了一定成效,但也存在一些问题。
