Regional Fiscal Expenditure and Economic Growth ---Based on the Municipal Panel Data Model of Fujian Province

Regional fiscal expenditure and economic growth are always closely related. This empirical study made use of the panel data model to examine the relationship between the fiscal expenditure and the economic growth of 9 prefecture -level cities in Fujian province from 1999 to 2010, and drew the following conclusion： Firstly, regional fiscal expendi- ture correlates with its economic growth positively, even with the same flexibility. However, the degree of economic growth is different from city to city as a result of their diverse basic ＂software＂ and ＂hardware＂ conditions. Secondly, the lag phase of the economic growth brought by fiscal expenditure is obvious, reaching its maximum in the third year. Thirdly, some important measures could be taken to improve the efficiency of fiscal expenditure, to promote the economic growth, and to reduce regional economic disparities, such as optimizing the structure of fiscal expenditure, increasing fiscal transfer payments between regions, and perfecting evolution system of fiscal expenditure effectiveness.
