论减轻农民的隐性负担

农村税费改革后,农民的显性负担大幅度减轻,然而农民的隐性负担并未因此减轻,政策外负担有增无减,教育与医疗负担不轻,＂剪刀差＂负担存在泛化。农民的隐性负担沉重,主要源于乡镇管理的体制缺陷、发展导向的城市偏向和商品要素的市场失灵。要减轻直至消除农民的隐性负担,必须深化乡镇体制改革,落实＂三农＂倾斜政策,完善商品要素市场。

On Reducing the Concealed Burden of Peasants

After the agricultural taxation reform,the peasants＇ burden has reduced significantly.However,the concealed burden of peasants has not disappeared.No-policy burden is growing on and on,and the burden of education and medical treatment is not light,the burden of scissors movement existed widely.The heavy concealed burden mainly originated from the rural management system shortcoming,city-biased development and market failure.In order to reduce the concealed burden of peasants,it must deep the reform of the rural system reform,implement the support policy apt to agriculture,countryside and peasants,perfect the goods and factor markets.
