人力资本存量贬损研究

On Existing HR Depreciation

We have been focusing on the role of appreciation of human capital in economic growth for a long time while neglecting depreciation of its stock at the same time. Depreciation of human capital stock is the reverse situation or the negative form of appreciation of human capital. It is also the market normality just like the appreciation of it. The technological unemployment and structural unemployment resulting from the fast economic growth and the regulation of industrial structure are the signal of depreciation of human capital stock. This article mainly focuses on defining the concept of depreciation of human capital stock, analyzing the characteristics and the reason of it. It aims at driving the individuals, enterprises, and government to effectively allocate the social resources on human capitals needed by industry upgrade, economic structures change, and technological innovation.
