| 摘 要： | 加强人力资源能力建设是我国欠发达地区培育和发展自身的核心竞争力，实现赶超和跨越式发展目标的第一位的基础工作。本文在分析了制约我国欠发达地区人力资源能力建设主要因素的基础上，着重阐述了加强我国欠发达地区人力资源能力建设的重点目标和主要策略。
