城乡公共文化服务均等化研究——基于供求视角

公共文化服务是我国公共服务体系的重要组成部分,而我国存在着城乡公共文化服务非均等化的态势,农村的公共文化服务无论数量还是质量都远远低于城市。从经济学角度来看,导致我国城乡公共文化服务非均等化的原因主要有供给和需求两个方面,具体来说需求因素包括收入水平、消费水平、教育水平以及公共需求的表达机制,供给因素主要为政府的财政体制和公共服务的决策程序。

A Research on the Equalization of Public Cultural Services in Urban and Rural Areas --from the Perspective of Supply and Demand

Public cultural services are very important parts of the whole system of public services in China.However,there is a non-equalization trend that the level of public cultural services in rural areas is much lower than that in urban areas,whether in quantity or in quality.From an economic point of view,the causes for the non-equalization trend are of two respects: supply and demand.The factors of demand include income level,consumption level,education level and the expression mechanism of public demand.The factors of supply include the fiscal system and the decision-making process of public cultural services.
