战略性贸易政策与技术创新研究的新进展——基于外部经济理论视角的述评

战略性贸易政策理论包括利润转移理论和外部经济理论两大分支。从外部经济理论视角出发,可以对国外将战略性贸易政策与技术创新、南北技术扩散、合作研发和产业发展相结合进行研究的文献进行系统梳理和述评。尽管WTO有关规则限制了传统的基于利润转移的战略性贸易政策的应用范围,但是从外部经济理论出发的基于技术创新的战略性贸易政策,通过提出R&D政策、知识产权保护政策和合作研发政策等产业政策形式的战略性贸易政策新手段,在一定程度上突破了这一制约,而且符合中国作为一个发展中国家的国情,对于中国自主创新能力的培育和经济发展方式的转型具有重要的理论价值和现实意义。

The Progress of Strategic Trade Policy and Technology Innovation Research:Review Based on External Economy Perspective

The strategic trade policy theory includes profit-shifting theory and external economy theory.From the perspective of external economy theory,the article gives a systematic study about the literature that combined the strategic trade policy with technological innovation,North-South technology diffusion,cooperative R&D and industry development.Although the WTO’s rules have limited the strategic trade policy instruments based on profit-shifting theory,but from external economy perspective,the strategic trade policy based on technology innovation has broken this restriction to some extent by proposing new strategic trade and industry policy instruments, such as R&D policy,intellectual property protection policy,cooperative R&D Policy and so on.And this is in accordance with China’s economic reality.So it is of important theoretical and practical significance for China’s independent innovation capability cultivation and economic development transition.
