| 摘 要： | 在建立地方政府经营城市模型,并对模型进行分析的基础上,提出地方政府创租模型,进一步分析指出地方政府未来有可能致力于经营管制,即地方政府放大、用足、用活管制权力,为自己谋取经济利益.加快市场化改革步伐是抑制这种趋势出现的必然途径,最后给出了一些具体的建议.

| Abstract: | This paper proposes a model of local government rent based on the construction and analysis of a model of local government operating cities, and further points out that local governments will utilize regulation rights subtly to benefit themselves, so it is necessary to speed up the market-oriented reform to restrain it. Some detailed suggestions are given in the end of this paper. |
