新的国有资产管理体制建立后 ,上海在全国率先在其市属的商业企业集团重整中进行国资改革的试点。在上海市政府的强力推动下 ,通过将市属国有四大商业集团一百、华联、友谊、物贸整合为百联集团 ,上海市力图通过国有商业集团联合的规模优势来抵御国外商业巨头的竞争 ,优化资源配置 ,打造新的经营平台和融资平台 ,最终使得国有商业集团走向国际化。当然上海国有商业集团的重整面临着业务、人事、文化和管理四道整合关 ,其成败有待于时间和市场的检验。但是作为一种有益的思路和探索 ,其重整战略值得整个国有商业企业集团借鉴
