| 摘 要： | 农村政策性金融失败的原因，不在于政策性金融本身的功能失效，而在于没有采取正确的、科学的方式去实现它。根据我国农村金融发展的现状，农村政策性金融应该实现方式转换，包括完善农村金融市场，增加收入和减少贫困的目标转换，多方协调用最低成本实现目标的方法转换；客户覆盖面和持续性的业绩评价体系转换等等。
