政府成本的上升趋势、原因和对策分析

本文用实证方法,证明了改革开放以来,中国政府成本呈现出迅速上升的趋势,经济欠发达地区地方政府的成本要大于经济发达地区的地方政府成本。政府成本上升的根本原因,不在于公务员平均工资的上升,而在于机关工作人员的数量增长过快,特别是地方政府机关工作人员增长过快。遏制政府成本上升的有效办法在于真正的精兵简政,为此提出了一个政府编制模型。

An Analysis on the Increasing of Government Cost and Its Solution

In this paper, author demonstrates that China government cost is increasing from the time of reform and opening to outside to now, in positive Economics method, and the undeveloped area government cost increases faster than that in developed area. The reason of this trend is not increasing rate of average salary but government staff quantity, especially the quantity of state government staff. The key to prevent this trend is streamline the administrative structure, so author made a fixed number mode of government staff.
