| 摘 要： | 稳定币值与抑制通胀一直以来主要被视作技术性问题,局限于既有制度框架内进行最优或次优的选择尝试。货币危机的频繁爆发表明货币制度需要重新审视与考量。货币由其凝结的集体意向性而具有社会契约的本质,对货币的一致同意汇集着交易主体对币值稳定的普遍信任。从应然价值维度分析,币值稳定是货币的质的规定性。信用货币体制下货币权力如果不受约束,货币的本质会被篡改和剥夺,币值稳定就得不到保障。抑制通胀,仅靠单纯的技术操作难以真正有效,必须在元规则层面确认货币的基础地位,通过货币宪法确立基本制度框架,约束政府对货币的干预,遏制其制造通胀的政策能力,防止货币市场化带来的巨大损害,保持币值稳定,实现货币的合人类目的性。
