空间规划体系下的“用地”规划协调研究

各类规划拥有自身理念和功能,在"多规并存"的现实需求下,"用地"协调成为各类"空间规划"协调的关键。运用文献研究法、比较分析法、归纳总结法,探索了"用地"类型、"用地"规模、"用地"布局以及规划年期等在"空间规划"协调中的现实途径。结果表明:"用地"类型要做到宏观上有统一、微观上有特色,一、二级地类强调一致,三级地类彰显特色;各类用地规模,尤其是农业用地和未利用地规模,应在区域规划宏观指导下由土地利用规划总体上统筹,用地规模管控做到"纵向到底、横向到边";用地布局做到各类规划合理分工,土地利用规划实行"刚性"与"弹性"相结合的土地利用分区,城市规划依据城镇用地和农村居民点用地合理确定每个城、镇、村的布局;同时保持各类规划的基期、近期和远期年份应至少有一个保持一致。

Coordination of "land-Use" Planning under the Spatial Planning System

In the"multi-planning coexistence" of the real needs,as the various types of plannings haves its their own ideas and functions,the coordination of "land-use" has become the core of the different types of "spatial planning" coordination in the context of real need for coexistence of multi-planning.This paper explores the realistic ways of access to the "spatial planning" coordination of the "land-use" type its` scale and layout together with the planning period of the "spatial planning".The period by the methods of literature research,comparative analysis and summary.The results show that:the "land-use" type should be macroscopically unified and has microscopiccally distinctive,characteristics.The namely the first and second class of land category should emphasize unity and,the third class of that land category should highlights the characteristics.The scale of various types of land-use scale,especially for the scale of agricultural land and unused land,should be coordinated by an overall land-use planning and under the macro guidance of a regional macro-planning,namely.And the control of land-use scale should be "vertical in the end,horizontal to the edge",the plan of the land-use planning should achieve a reasonable division of labor in various types of planning.And the"rigid"and"elastic"combination of the land-use zoning with a combination of "rigidity" and "elasticity" should be implemented in"land-use" planning.The Urban planning for urban land and rural residential land should be reasonably determined the layout of each city,town and village should be reasonably determined according to the urban and rural residential land use in the urban planning and that.While at the same time we should keep the base period,near and far short-term and long-term years for of each type of the planning,or at least one of them be consistent.
