我国节能减排中一次能源消费结构优化问题研究

节能减排,不仅是完成"十一五"规划纲要提出的"2010年单位GDP能耗降低20%左右、主要污染物排放减少10%"战略目标的根本出路,更是十七大报告中提出"建设生态文明,基本形成节约能源资源和保护生态环境的产业结构、增长方式、消费模式"新要求的必然选择。针对这个民生课题,从我国一次能源对经济增长的产出贡献率角度入手,对1978-2006年的数据进行实证分析,得出万元GDP能耗高企不下的主要原因在于一次能源消费的结构性不合理,因此必须降低能耗,提高能源利用率。

On Consumption Structual Optimization for the Primary Energy Reducing and Saving Effidency in China

Energy reduction and saving is not only a fundamental way of realizing the strategic objectives that "the 11th Five-Year Plan" proposed for the "2010 unit GDP energy consumption reduced by about 20%,the main pollutant emissions by 10%",but also an inevitable choice at the new requirement that the 17th NPC's report about "building ecological civilization,forming basically the industrial structure,the mode of growth and consumption patterns in order to save energy resources and protect ecological environment".As to this task related to the people′s livelihood,the paper analyzes the economic growth rate of output contributed by China's primary energy consumption by sampling the data from 1978-2006,and points out that the main reasons for the high level million yuan GDP energy consumption is the unreasonable energy consumption structure.It gives some suggestions on increasing energy efficiency while reducing energy consumption.
