| 摘 要： | 新农村建设作为意义深远的社会变革过程,具有制度变迁的属性和特征。新农村建设以分配制度的变化为起点,涉及城乡各项制度的调整,并影响社会成员的利益格局关系。新农村建设适宜采用政府主导下强制和诱致相结合,渐近展开的制度变迁方式。
