| 摘 要： | 世界城市是对全球的经济、政治、文化具有引领、影响和控制力的城市。北京建设世界城市，既是北京城市发展的逻辑性演进，同时也是中国进一步发展的需要。笔者认为，建设世界城市，就是要建立以雄厚软实力为基础的世界城市，而城市软实力建设的主要内容则包括法律制度、市场经济体制、公共服务和社会管理能力、文化特别是创新文化建设等方面，并对此做了较为详细的分析。
