西南地区城镇化高质量发展评价与障碍因素诊断

基于新发展理念,在界定城镇化高质量发展内涵的基础上,通过复合指标测度法建立城镇化高质量发展评价指标体系,运用综合评价指数对西南地区城镇化高质量发展水平进行时空差异分析,并建立障碍度模型对其进行障碍因素诊断。研究结果表明：西南地区城镇化发展质量存在时间维度上的波动性,但整体呈现不断提升的趋势;在空间维度上,各省市城镇化发展质量的差距有缩小趋势。另外,西南地区城镇化发展在协调和共享方面受到的障碍较大,有待实行专项措施,进一步提高城镇化综合发展质量

The Evaluation of High-quality Urbanization Development and Obstacle Measurement in Southwest China

Based on the new development concept and the connotation of high-quality development of urbanization, the evaluation index system of high-quality development of urbanization is established through the composite index measurement method, and the temporal and spatial differences of high-quality development level of urbanization in Southwest China is analyzed by using the comprehensive evaluation index.The obstacle degree model is established to diagnose the obstacle factors. The results show that the overall development trend of urbanization is continuously improved in terms of time. In the spatial dimension, the gap of urbanization development quality among provinces (cities) tends to narrow. In addition, the development of urbanization in Southwest China faces great obstacles in coordination and sharing, and special measures need to be implemented to improve the quality of comprehensive development of urbanization.
