全面建设小康社会对我国社会保障提出的挑战

党的十六大提出了全面建设小康社会的战略目标,这一目标的实现离不开健全的社会保障体系。本文在对我国社会保障现状进行分析的基础上,指出我国社会保障立法应坚持以人为本的理念,首先解决失业保险问题,保证中央立法、地方立法、部门规章与WTO规则一致,强化社会保障的实施机制。
